How will France reopen ? Deconfinement Day - May 11th

The Deconfinement Day will take place on May 11th, Prime Minister Edouard Philippe confirmed yesterday May 7th, in front of the Assemblée Nationale.
It is a gradual process that will begin over the course of several weeks at least.

For the period May 11th to June 1st

4 regions have been designated red zones. Red zones are where the infection remains high. In the red zones the rules which will be stricter.

Rules for the whole country

  • General rules
    • Continue the gestes barrières - 1m distance  ....
    • If you need to circulate outside your department and for a distance over 100km from home, you will be allowed only for professional purposes or a serious reason. In this case, you need to fill in an Attestation again.
  • From May 11th, we will be able to
    • Go outside again without the Attestation. BUT YOU NEED TO HAVE WITH YOU A DOCUMENT PROVING YOUR HOME ADDRESS, as you are allowed to circulate freely 100km around your home, or even more, as long as you stay within your department.
  • Face masks will be compulsory 
    • On public transport, even in planes.
    • In secondary schools.
    •  For everyone aged 11 and above.
  • Schools
    • Will reopen gradually, starting with the crèches, the kindergartens and the primary schools.
    • Maximum 15 pupils per class, 10 for the crèches
    • Going to school is optional, parents may choose to keep their children at home.
  • Economy 
    • Public transport providers will operate at around 50% capacity to enforce social distancing measures.
    • When possible, companies are encouraged to maintain remote work and if when not possible to set up shifting hours.
    • Shops and markets : non-essential shops and markets open their door again
    • Bars, restaurants, cinemas, .. remain closed. In the green zones, secondary schools, cafés and restaurants may open from early June, if the infection rate remains low. A decision will be taken at the end of the month.
    • Beaches and lakes remain closed, but city mayors may obtain derogations.

Rules for the red zones
  • Paris Region : Due to the density, the authorities will remain "especially vigilant".
  • Commuters travelling during rush hour (8.30am-9.30am and 5.30pm-6.30pm) will need to carry a document signed by their employer or a document proving the serious reason like health, or if you need to bring your children.
  • Secondary schools remain closed.
  • Shopping centers over 40.000 m² remain closed.
  • Parcs remain closed.
Depending on the situation during this month, the rules may be softened or more restrictive again in June. Next step will be communicated at the end of the Month.
