The deconfinement plan - Our Life as from May 11th

Prime Minister delivered today the roadmap for our life after May 11th



BE CAREFUL ABOUT THE DATE OF MAY 11TH
The "Deconfinement" is planned on May 11th, provided, the situation is evolving favorably. The government will check the indicators, and if, on May 7th, the situation is as expected, the following will apply. If the situation is not as good as expected, the confinement may be postponed or the rules be more restrictive.


IN GENERAL

  • Rules 
    • Will be up-dated every 3 weeks to be adapted to the situation
    • Will be different from one region to the other depending on its color : green or red. (see hereafter). Rules will be more restrictive in red parts of France.
  • We will be authorized to go out 
    • Without the Attestation Dérogatoire for distances less than 100km from home.
    • For distances above 100km, we will need the Attestation Dérogatoire, and this will be authorized for professional or important personal purposes only.
  • Health Protections 
    • Masks are recommended for all of us, and mandatory in public transports.
    • The "gestes barrières" will have to be applied in public places like public transports, schools, shops, ...
    • The Stop-Covid app is not ready yet. When it will be ready, there will be a specific debate and vote from the Assemblée Nationale. In any case, the registration will be optional : on a volunteering basis only.
    • Elderly people are warmly encouraged to stay home as much as possible

THE PANDEMIC ITSELF : MEASURES TO MINIMIZE THE SPREAD OF THE VIRUS
  • Protect : It will be possible for all of us to buy some masks
  • Test : 700.000 tests on a weekly basis on people having symptoms or people who may have been in contact with the virus
  • Isolate : If a person is tested positiv to the Covid-19, the person will have to choose to stay quarantined at home for 14 days and so the whole family, or to be isolated in a different place, like in designated hotels for example.


DAILY LIFE : IT WILL DEPEND ON YOUR REGION
(Green : the virus doesn't circulate actively ; Red : the virus circulate actively)

From Thursday April 30th, every day will be communicated a map of France with the green and the red regions, based on 3 criteria :
  • Percentage of new cases during the last 7 days
  • Availability of local hospital capacity 
  • Efficiency in testing the people

A GRADUAL RETURN TO SCHOOL, COLLEGE (AND HIGH SCHOOLS ?) BASED ON VOLUNTEERING
You may decide to keep your children at home
15 children max per class, 10 for the Crèches.
The cities will have the autonomy to make the decisions if they re-open the schools and how.
  • Crèches : On May 11th, priority to parents both going to work and monoparental parents. Masks mandatory for the staff, and no masks for the children.
  • Maternelles & Primaires : on May 11th, masks for teachers, not for the children.
  • Collèges : 6ème & 5ème : on May 18th, masks mandatory for teachers and children.
  • For the others (4ème, 3ème, high schools), the decision is postponed until the end of May.

COMPANIES
  • Are encouraged to maintain the remote work when possible
  • To extend the working hours facilities to avoid peak hours 
  • Financial support will be extended until the end of May for companies, which activities are affected by the virus situation (restaurants, ..).

SHOPS : MOST OF THEM WILL OPEN AGAIN
  • They will have to respect the health protection measures "Gestes Barrières"
  • It is recommended to wear masks for staff and customers. 
  • A shop will have the right to authorize the entrance only to customers wearing masks.
  • The shopping centers over 40.000 m² may remain closed, depending on the prefect decision.
  •  Cafés, bars, and restaurants, will remain closed. At the end of May, the Prime Minister will communicate, if they can re-open from June 2nd.

TRANSPORT : NEW RULES
The rules of the public transport will be reviewed to be adapted to the health protection measures
  • 1 seat available out of 2
  • Markings on the ground
  • Wearing a mask will be mandatory
  • This includes taxis and private drivers if no separation between the client and the driver.
  • Intercity trains will be minimum to avoid long distance trips (over 100km). Reservation will be compulsory. The Ascension bank holiday will be maintained but will not be a reason to travel!

GATHERINGS : WHAT WILL BE ALLOWED
  • Individual outdoor sport
  • Maximum 10 people in general
  • Religious ceremonies, funerals : 20 people maximum
  • Weddings have to be postponed

THE PUBLIC PLACES : THE ONES THAT WILL BE RE-OPEN AND THE ONES THAT WILL REMAIN CLOSED
  • Re-open
    • Parks and gardens if in a green region
    • Small museums, libraries, media libraries
    •  Religious places
  • Remain closed until further notice
    • Beaches not accessible 
    • Sport indoor facilities
    • Larger museums, cinemas, concert halls and theaters.
    • Festival over 5.000 people cannot be hold  at least until September.


AFTER THIS FIRST PHASE OF DECONFINEMENT ON MAY 11TH, 
A NEW STAGE WILL START ON JUNE 2ND FOR 3 WEEKS, 
WITH NEW MEASURES WHICH WILL DEPEND ON THE LEVEL OF THE PANDEMIC.

THE GOVERNMENT SAYS THE COMING WEEKS ARE CRUCIAL.
